Clarke on Terrorism THIS WEEK, as the latest detainees were returned to British soil, Charles Clarke commented that "anybody who is potentially guilty of terrorism should be properly charged" (25 January). Surely we are all potentially guilty of terrorism -- the implication is that we should all be charged irrespective of whether we are guilty or not. Clarke may have committed a slip of the tongue, but he succinctly betrays the recklessness of this government in its protection of our fundamental liberties. Dr
